该备忘录的签署标志着安哥拉现代农业产业园项目正式启动。项目将借鉴中国现代农业园区发展经验，结合安哥拉农业资源禀赋和发展需求，引入先进农业技术、管理经验和产业资源，推动农业种植、畜牧养殖、农产品加工、农业科技服务、循环经济、人才培养及物流贸易等领域协同发展，提升农业生产效率和粮食安全保障能力，推动安哥拉农业现代化和可持续发展。
