近日，农业农村部、科技部、教育部等7部门印发《关于加快提升农业科技创新体系整体效能的实施意见》的通知。通知指出切实把科技创新摆在农业现代化建设突出重要位置，发挥新型举国体制优势，强化企业科技创新主体地位，加强创新资源统筹和力量组织，优化科技组织模式和创新范式，改善创新生态和科研环境，提升农业科技系统化组织水平和体系化攻关能力，实现高水平农业科技自立自强，为农业强国建设提供强有力的支撑。
通知强调，加快提升农业科技创新体系整体效能，必须坚持进一步全面深化改革，坚持农业科技公共性基础性社会性定位，坚持产业需求导向，坚持守正创新，坚持人才引领发展。明确到2035年，建成运转高效的农业科技创新体系，农业科技创新和产业创新深度融合，农业科技创新整体水平居于世界前列，实现高水平农业科技自立自强。
通知部署了8项重点任务：一是强化相关科研院所、高校科技创新核心使命，二是加快培育壮大农业科技领军企业，三是优化农业科技创新组织机制，四是建强农业科技人才队伍，五是提升农业科技条件支撑能力，六是加快农业科技成果转化，七是推动农业科技高水平开放合作，八是改善农业科技创新生态。在推动农业科技高水平开放合作中，特别指出要完善合作平台布局，办好世界农业科技创新大会等国际性会议。
